sounds like he doesn't QUITE have the process all figured out yet. unless this grosses you out too much, you may want to try letting him go completely pantsless, so he can see exactly what happens when he has an accident. we put the potty chair right next to austin's toys so that he could sit on it as soon as he felt he needed to go, without the trouble of pulling pants on and off.
we also like the pullups because we reuse them throughout the day and they're also absorbent like diapers. but i know they are really expensive!
don't give up - i know he can do it! he just may need a little more time like austin. too bad they can't hang out together and figure it out from each other!
